NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that the Planning Commission will hold a public hearing on the date and time indicated below to receive and consider the statements of all persons who wish to be heard relative to this application. MEETING DATE / TIME: Thursday, February 27, 2020 (6:00 PM) MEETING LOCATION: Truckee Town Hall, Council Chambers, 10183 Truckee Airport Road, Truckee, California PROJECT NAME: Frishman Hollow II APPLICATION #: 2019-00000074/DP-UP-AMD PROJECT LOCATION: 11188 & 11200 Rue Ivy (APN 019-410-041 & -046) OWNER: Town of Truckee APPLICANT: Chris Grant, The Pacific Companies PROJECT DESCRIPTION: The applicants are requesting approval of 68 mixed affordable income (50% to 80% area median income) residential units and 136 new parking spaces in Phase 2 of Frishman Hollow. Four buildings are proposed (two buildings with 30 units each on the south side of the property and two fourplexes on the north side of the property). A new community gathering picnic area, play area, and community garden are also proposed. The existing development (Phase 1) was approved in 2006 and includes 32 affordable housing units in eight fourplex buildings and 65 parking spaces. The proposed additional 68 units would bring the total unit count to 100 units. The following land use permits are required: 1) A Development Permit is required for multi-family residential units, 11 or more units and disturbance of 26,000 s.f. or more; 2) A Project Amendment is required to amend the original Frishman Hollow project to allow the phases to be reviewed comprehnsively; and 3) A Use Permit is required for disturbance of slopes of 20 percent or greater. ENVIRONMENTAL STATUS: Staff has prepared an Initial Study/Mitigated Negative Declaration (SCH #2020019071) in response to the environmental impacts associated with the proposed project.
