NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that the Planning Commission will hold a special public hearing on the date and time indicated below to receive and consider the statements of all persons who wish to be heard relative to this application. MEETING DATE / TIME: Monday March 1, 2021 at 5:00 p.m. (Special Meeting) MEETING LOCATION: Virtual Hearing, Truckee, California. As permitted by Executive Order N-29-20, proclaiming a State of Emergency in the State of California, the Town of Truckee Planning Commission meeting room will not be accessible to the public. PROJECT NAME: Joerger Ranch Specific Plan Amendments APPLICATION #: 2021-00000012/SP AMD PROJECT LOCATION: Joerger Ranch Specific Plan Area/Planned Community-3 (APNs 019-620-001-000, 019-620- 002-000, 019-620-004-000, 019-620-060-000, 019- 620-061-000, 019-620-062-000 and 019-062-063- 000) OWNER: Joerger Associates LLC; J-MAR I, LLC; Truckee Tahoe Lumber Company PROJECT DESCRIPTION: Modifications to the Joerger Ranch Specific Plan related to the Plan's housing requirements are proposed. Includes modifications to Plan requirements related to workforce housing, inclusionary housing, mixed-use developments, and multifamily housing development standards and design guidelines. The Planning Commission will make a recommendation to the Town Council at this hearing to approve or deny the proposed Joerger Ranch Specific Plan Amendments. ENVIRONMENTAL STATUS: Concurrent with adoption of the Joerger Ranch Specific Plan, the Town certified an Environmental Impact Report (EIR) in March 2015. The EIR identified the range of environmental impacts associated with buildout of the Specific Plan and required implementation of mitigation measures to address and minimize these impacts. Staff has determined that no further environmental review is required pursuant to CEQA Guidelines Section 15183 (Projects Consistent with a Community Plan, General Plan or Zoning), and Public Resources Code Section 21166 and CEQA Guidelines Section 15162 (Lead agency prohibition to require subsequent reports for a certified project unless specific events occur). Copies of the adopted Specific Plan and Certified Final Environmental Impact Report (EIR) are available for review at https://www.townoftruckee.com/government/community-development/planning-division/plans-and regulations/joerger-ranch-planned-community-3-specific-plan.
