NORTHSTAR COMMUNITY SERVICES DISTRICT SUMMARY OF ORDINANCE ESTABLISHING RATES, RULES AND REGULATIONS FOR MULTI-USE TRAIL USE, AS AMENDED DECEMBER 2018 [ORDINANCE 6-00] NOTICE IS HEREBY GIVEN in accordance with California Government Code Section 25124 that on December 19, 2018 the Board of Directors of Northstar Community Services District (NCSD) amended its Ordinance Establishing Rates, Rules and Regulations for Multi-use Trail Use [Ordinance 6-00]. In accordance with Government Code Section 25124, the Ordinance will take effect thirty days after the date of this publication. Ordinance No. 6-00 prohibits, among other things, the use of motorized vehicles, "including without limitation, motorcycles, motorized bicycles, automobiles, trucks, snowmobiles, or ATV's, with the exception of approved motorized devices to allow access and use by physically challenged trail users." (Ordinance No. 6-00, ¶ 18.) The purpose of the 2018 Ordinance amendments is to recognize approved classes of e-bikes that would be permitted on NCSD trails. The Ordinance lists measures that NCSD may use in the event of violations of the trail use restrictions. The proposed amended Ordinance was first introduced at a meeting of the Board of Directors on November 14, 2018. The Board of Directors conducted a public hearing on the proposed Ordinance on December 19, 2018. The vote to adopt the Ordinance on December 19, 2018, was as follows: AYES: Brown, Cravens, Green, Ives, Stewart NOES: None. ABSTAIN: None.
